Methodology
How the scores are built
Every country is assessed against the same 93 indicators, organised in a five-level hierarchy: the overall National ITI Score rolls up from four dimensions, each dimension from its variables, then sub-variables, down to the individual indicators. The four dimensions are Enabling environment, Capacities and processes, Citizen participation and Data publication. All scores are normalised to a 0 to 100 scale.
- Score: the single national headline figure
- Dimension: 4 per country
- Variable: the reform areas within a dimension
- Sub-variable: grouped indicators
- Indicator: 93 measured questions
